This study provides a comprehensive analysis of mineral resources and responsible mining in the context of the Western Balkans, with a particular focus on Serbia, North Macedonia, and Albania. Developed by New Third Way in partnership with the Initiative for Responsible Mining Assurance (IRMA), and supported by the Open Society Foundations, the publication examines how emerging critical raw materials strategies of Western governments and international organizations are shaping the region.

The research combines policy analysis with selected case studies from developing countries, highlighting both positive and negative outcomes depending on the presence and quality of regulatory frameworks. It explores the intersection of economic development, energy transition needs, and the protection of public interest, offering an empirically grounded perspective on the opportunities and risks associated with mining activities.

Intended for policymakers, civil society, media, and experts, the study aims to contribute to a more informed and balanced public dialogue, as well as to support evidence-based decision-making in the governance of natural resources.
